We prepare your legal file: eligibility review, activity description, documents and Ministry of Investment requirements, then company incorporation.
Reviews your idea and issues the support letter under its own criteria; we do not issue the letter ourselves.

FAQ
Before you submit your request
What is the Entrepreneur License?
A Ministry of Investment license that allows an entrepreneur with an innovative or technology idea to establish a fully owned company in Saudi Arabia, supported by an accredited supervising entity. The Ministry’s guides call it “Entrepreneurial Establishment Registration”.
Do I need a Saudi partner or sponsor?
No. Ownership on this route can be entirely foreign.
Do I need a company outside the Kingdom?
Not for the Entrepreneur License; the basis is the idea and its growth potential.
Who issues the support letter?
An accredited supervising entity issues it, and we work in cooperation with an accredited business incubator. Our role is to prepare your legal file to meet what is reviewed before the letter is issued.
How is it different from setting up a foreign company?
The Entrepreneur License is for innovative ideas and does not require a company abroad, while setting up a 100% foreign-owned service, engineering or trading company relies on an existing company abroad that meets the activity requirements.
How long does the process take?
It varies with the nature of the idea, the completeness of the documents and the procedures of the competent authorities; we explain the expected steps after reviewing your case.
How much does it cost?
Government fees set by the competent authorities, plus Darb Legal’s fees, which we estimate after reviewing your case and defining the required services.
